Urban Growth Boundary ( Ugbs ) Theory And Application

Urban space growth has been sparked a series problems that concerned with land resources, spatial efficiency, urban facilities and ecological environment in China's urbanization. In collaboration with the land use planning and the urban planning, the related professionals are looking forward to the introduction and application of urban growth boundaries as an urban growth management means and policy, to solve the problem of urban space. Against this background, "The Preparation of the Planning Methods" that implemented in 2006 has put forward the request of the study on UGBs (urban growth boundaries) clearly.Based on urban spatial expansion problem, this article analyzed the influence factors and general mechanism; put forward the request of understanding of urban problems and government functions. Based on this cognition, this article analysis the urban growth boundaries' nature, economical base and space effect, proposed the basic content of boundary management system, discussed the basic trend about the application of urban growth boundaries.To promote the research and application of urban growth boundaries, this paper argued that the premise condition must be taken seriously on the transformation of the government function; the theoretical analysis should be based on space needs, and considering the connotation of urban growth boundaries; the related policies should beware of the different environments and the present planning systems.
