China's Groundwater Resources Protection System Study

China is currently facing water crisis. In view of groundwater encountered in the actual shortage of resources, this paper examine the current system of protection of groundwater resources in the present situation, and pointed out specific recommendations and advice.Full-text is divided into six parts.The first part is the introduction, which describes the situation of this research background and significance of the topic, and overview of research methods and means.The second part is the first chapter, which is overview the groundwater in a detailed introduction, and analysis groundwater in the definition, classification and function studies described the need for protection of groundwater resources.The third part is Chapter II,which is made part of the problem of groundwater resources in China with the law. They are: the setting on the complex operation on the groundwater protection loopholes; penalties for violations of the strict policy is not clear; lack of groundwater resources evaluation overall plan and no uniform standard, the water fee can't show the distinctions and differences between the regional and seasonal; other related industries reasonable technical specifications for the quality of groundwater resources; the prevention measures neglected, no emphasis on prevention of source control; groundwater monitoring and evaluation of technology lagged behind, artificial rechargeing of the technical level far behind other countries.By the third chapter , reference to some of the valuable aspects of groundwater protection of foreign advanced experience, and finally a Summary. Israel's serious water shortage to improve irrigation technologies through effective conservation of groundwater resources and improve efficiency; the United States established a relatively perfect system of artificial recharge, commercial transactions, management of water resources; Korea groundwater strict management system, the illegal exploitation of behavior strict penalties; Australia's groundwater resources in the overall implementation of the national strategic planning.Chapter IV is about the protection of groundwater resources in improving the system of recommendations and comments: Proposed to improve the legal system, setting a unified planning and a clear function; improve the technical system; strict and strengthen the system constraints; improve the market of resources; pay attention to the source of governance; to strengthen international exchanges and cooperation, enhance the level of protection.The last part is the conclusion, summarizes the main conclusions, put forward a sound system of protection of groundwater resources, suggestions, follow-up studies on the prospects.
