With the rapid development of power in China, intelligent power and energy management have been the key topics in the field of power. In this paper, combining the development planning of smart grid currently, a new opinion is given that application and service should be the core concepts for smart grid in low voltage power distribution. In this paper, a reference scheme was brought out for power user on promoting management efficiency, decreasing cost of operation, improving service quality.In this paper, the concept of digital substation was introduced which changed the traditional model that digital substation is mainly for medium and high voltage system, applied to low voltage system, and analyzed the feasibility of process level, bay level, station level in low power distribution, according to requests of application, choose and designed intelligent devices.Considering the intelligent scheme is to focus on applications, the model of field bus system was adapted and applied to manage and control intelligent devices to achieve a efficient communication and execution system. In the part of applications, aiming typical problems of application intelligent operation and management scheme was designed for abnormal problems of load; loop power control scheme; short messages alarm scheme for problems; integrated management scheme of station level; and wireless communication by GPRS to remotely scheme.Considering to improving feasibility and reliability in applications, it was also investigated of the anti-interference measures of devices in panels, filter for power system.
