Electric energy stolen is greatly harmful to the benefit of our country and electric enterprises, endangers the normal operation of electric network and impedes the development of electric industry. So, it is necessary to install multi-functional and reliable devices for anti-stealing in electric network. In this paper, an intelligent device for anti-electric energy stolen is designed. The main contents of the paper are as follows: 1. A new idea that the device power is acquired from high voltage power-line is put forward and realizes. The device power, which is specially designed, can stably and normally work with changing current in the high voltage power-line. 2. It is presented that the signal of electric consumption of users can be acquired directly from the high voltage power-line. Whether the user steals electric energy or not can be distinguished by the signal. It is proved that the design can correctly judge whether the energy stolen action exists or not. 3. The micro-processor is utilized in the device. Depending on the micro- processor, the device can record information of the energy stolen action. 4. Two communication ways, the infrared and the RS-485,are designed for the device The device can communicate with portable controller and load-control-center through the two ways. 5. The problem of electromagnetic compatibility is discussed. The problem of anti-interference is concerned in the hardware and software design. 6. Based on the items above, integration of the whole system is realized .By using this structure, man-made damage to the device can be avoided. The experiments in laboratory and field show that the device has complete functions, reliable performance, and powerful capacity of self-protection.
