This paper mainly analyses the demands on Electrical Load Management Center (ELMC) in advanced aircraft's Fault Tolerant Electrical Power System (FTEPS), studies its structure, develops it with a top-down design, and introduces the features of the developed ones at last. Firstly, the requirements on ELMC are analyzed. Referring to standards of other countries, ELMC must be Fault-tolerant, Reliable and Real-time as a part of FTEPS; also it is proposed that ELMC must be modular, standard and intelligent on the avionics?point of view. Then comes the project argumentation. After the comparison with several Data Bus and structures of their control system, the Layered Bus Structure is adopted and a very reliable Field Bus, i.e. Controller Area Network (CAN), is used in FTEPS. A ELMC includes two parts, one is Distribution Power Center Unit (DPCU), the other is Electrical Remote Terminal (ERT). With Transfer Relays, the Basic Layout is chosen for DPCU so as to improve the Fault-tolerant ability; and the ameliorated ERT with Single Channel is selected, which is composed of a Power Supply Module, a Communication Module, a Bus Monitor Module and several Solid State Power Control (SSPC) Modules. Except the Power Supply Module, everyone is intelligent with internal CAN to share information with each other. Furthermore, the software and hardware on ERT are presented. To describe the hardware, Function Diagram of every module is given; the followings are principles of circuits and measures to improve system's performance. Data Flow Diagram (DFD) and Data Dictionary (DD) are used for Structure Analysis on software, also a detailed introduction is shown. In the course of developing, fop-down design and modularity are considered. Finally, there is a specific evaluation on the developed ELMC. As a result, the ELMC on basis of Field Bus and Multi-processor Technology is highly Reliable, Fault- tolerant, Real-time and Electromagnetic Compatible. Two ELMC have been manufactured. Together with Power System Processor (PSP), Generator Control Unit (GCU), Remote Terminal (RT), SSPC and Load Simulator, the Simplest Ground Experimental System for FTEPS was established. The experimental result indicates that this system can distribute the power automatically according to different Flight States and different Flight Tasks; moreover, if can re-constructor the Electrical System and remove the corresponding loads by itself while fault occurs.
