The tWo problems obsessing globally sustainable development areeneng consumption and environmental issues, which are also the strategicfOcus of our country in terms of economy In building related field,excessive energy consumption causes environmental problems. Thus,eneng conservation in bui1dings is a very important issue nowadays. Oneapproach to do this is the adoption of Energy Cost kllocation (ECA), whichstimulates the initiative of building residents to saving eneng by the rule of"using less, paying less".There are tWo core issues fOr ECA in central heating/coolingf firstly, aeneng metering system running steadily and using conveniently is desired.Secondly, ECA must have a reasonable allocation method. Both of thesetwo elements are necessary for a successful ECA system.This paper has been fOcused on the above two issuestThe most conspicuous shortcomings of present ECA systems, whichlead to unreasonable and unfair, are inadequate consideration of theorientation of building envelopes and the heat transfer between differentuser spaces. Aner detail analyzing the currently ECA methods, a new ECAmethod based on fair, which is verified by an engineering prOject, has beenproposed in the paper.There are still many drawbacks in the energy metering devices in usecurrently From the viewpoint of HVAC, we have developed a remoteautomatic ECA system in central heating/cooling. WX2000. Besidescharging reasonably running steadily and using conveniently, the system isable to accomplish remote cofnmunicate and controls. Furthermore, it issuitable fOr both central heating and cooling. MoSt importantly, this kind ofsystem has reduced the cost of ECA system greatly.It has been proved that, executing ECA in central heating/coolingsystem is benefit to building energy conservation and also has greateconomic and social effect. The author hopes that this paper couldcontribute a little bit to the carrying out of ECA in China.
