The paper presents the scheme to divide the modules of TSC(Traffic Surveillance and Control) system's software modules and hardware ones. The relationships of respective modules are also be concerned .A whole design scheme for the TSC system is provided in the end, the macro model of traffic flow in TSC system is a high order, nonlinear and time variant system which makes the problem of its identification become very difficult .A simple introduction of the module and the meaning of its parameters was given out .The parameters of the module were classified and identified by using radial basis function (RBF) Neural net(NN) and least Square method . The paper presents the theory of using the BP(Back Propagation) artificial neural network in incident detecting system and illustrates how to define the judging times before alarm. Finally ,a program of simulating the traffic flow in the tunnel was finished for the further research.
