In this paper, the author studied a new electrical power distribution system named "flexible, reliable and intelligent and energy conservative distribution system, based on the current electrical market development, developed countries' state, and combining the practice of our country. The electrical power distribution system has Distributed Generation and Distributed Energy Storage System, which can improve power quality, guarantee the continuity of power supply, and provide the power supply of different quality. The author also studied protection and communication system, the management of requirement side, and the service for different quality. At last, the evaluation of relaying protection was produced. The paper can be divided into several parts as follow:The part one is the first, second and third chapter, in this part, first we introduce electrical power distribution system's basic state, developed countries' future aspect, and expatiate the concept of Flexible electrical power distribution system and the run mode of QCC. The part two is the fourth chapter, in this part, we discuss the communication system of Flexible electrical power distribution system from many aspects. The part three is the important part including the fifth chapter, we study the protection project of Flexible electrical power distribution system, based on the theory of relaying protection, the protection mode and feasibility of Flexible electrical power distribution system. In the part four, we summarize this paper and considerate the aspect of application in the future.
