This dissertation conducts a study on the issues relating to designing the satellite telephone simulator of GMDSS.This dissertation first gives an analysis of present safety life at sea, and then elaborats the present situation of GMDSS. Cited the related GMDSS laws and regulations, as well as the corresponding stipulation and explanation of the new nine chapters in the international radio regulation (ITU RR) and the new four chapters in SOLAS as reference, this dessertation carries on the analysis of the present GMDSS simulator. According to the GMDSS simulator stipulation of the International Maritime Organization's STCW, this article designed the F Mobile Earth station voice analog communications system which was constructed in LAN net.The use of GMDSS simulator plays the certain role which cannot be substituted, in improving the facility of present navigation educations, fast bringing up the officer who suits the STCW, and protecting the safety life at sea as soon as possible. As a result of GMDSS comprehensive implementation, various countries' original MF/HF coast station's service withers seriously, which caused the large numbers of broadcasting station was closured indeed. The INMARSAT system became the Important constituent of GMDSS. The various subsystems of INMARSAT have already substituted for MF/HF coastal radio station, which shoulders mainly maritime affair correspondence duty in the long-distance range specially. The telephone communication is the INMARSAT main communication service obvious, which emerged successively the simulated telephone primarily A SES, digital telephone primarily B/ M ship station, M4/mini - M SES, and the high grade compression telephone primarily F MES in 2002. Correspondingly the A SES simulator was first designed by domestic and foreign expert, in 2001 England's TRANSAS, Norwegian's POSIDEN Corporation has studied and promoted the B SES simulator. While the reason that our country starts late in the SES simulatorresearch aspect, especially the simulator simulation technology synthesized the computer network technology, the graph image technology, multimedia, the information processing and so on the many kinds of high technology and new technologies domain knowledge, enables the SES simulator which at present uses to have some problems: Original simulator like A SES stood already the unsuitable new technical need, even if the soon B SES simulator also to will be certainly substituted by the F MES, moreover existing A/B SES simulator existence work stability is bad, failure rate higher question. Considered to the simulator research is a big project, this desssertation focuses on STCW to the GMDSS requirement the GMDSS simulator function, newest F system question and so on communication characteristic conducts the research, creatively proposes the F MES simulation telephone system design.The dissertation covers the topics as follows: (1) the request of STCW to GMDSS simulator; (2) the comparison research into the GMDSS simulator and real machine conducts; (3) the analysis of the INMARSAT-F communication system; (4) the design of the F MES 's analogous telephone system. It has to be noted, due to the researches, the present newest F77 terminal, gaven in this article, is the exploration stage completely, I simulates the part functions of F MES. Yet, we will promote the consummation INMARSAT-F system after unceasingly effort and improvement, to meet the GMDSS training's need.
