Along with the comprehensive realization of the fifth railway speed-increasing and the comprehensive deployment of the sixth railway speed-increasing, the speed becomes higher and higher, the proportion of heavy load trains also becomes higher and higher, and what's more, passenger train and cargo train run in the same railroads and the density of train on the railway is highest. Therefore, the railroad traffic safety becomes more difficult. Among the multitudinous causes of railway accidents, most are relevant to the security performance of rail tracks. Therefore, with the help of security evaluation methods and alarm technology, it is very important that the dynamic evaluation method of rail-track security performance is researched for railway traffic safety.On the base of these rail-track characteristic: complexity, dynamic, fuzziness, and so on, the paper has established a rail-track security evaluation model (FCRS) by integrating the data processing method based on Fuzzy Cell-To-Cell Mapping and the method of Artificial Neural Network. Finally, the model is validated by comparing the output value of the model and the veritable value. The findings indicated that, the rail-track security evaluation model based on Fuzzy Cell-To-Cell Mapping (FCRS) can effectively decrease the quantification difficulty by pretreating the rail-track security monitor information fuzzily, and it also can enhance the evaluation precision greatly. Therefore, the FCRS model can be applied to rail-track dynamic security evaluation and alarming effectively.
