The water resources are the blood of natural environment, and the river is the importance carrier of the water resources to carry a flow. Therefore, maintaining rivers' healthy lives is the premise that promises a positive development of natural environment. However, because people were subjected to stipulation of traditional thought, only paid attention to required water quantity in agriculture, in industry, and in life, and required water quantity that was neglected in ecosystem and environment to maintain rivers' lives, and then many rivers which Mankind's civilization ever conceived in are being placed in an unprecedented crisis, even has endangered the mankind's oneself existence, which has serious influence to rivers to exert their normal functions, and with which floods could been controlled, required flow could been supplied to generate electricity, shipping, irrigating, sightseeing, and industry, agriculture and the city and country life etc..In order to manage synthetically rivers, the concept of River flow objectives (RFOs) was advanced by some specialists in Japan, and the problem on RFOs was synthetically studied, the result gotten from studying the problem was more satisfied than other similar researches; In our country, thoughts of Harmonious development of human and river (HDHR) and Human-water harmony (HWH) etc., have been advanced by some specialists or scholars, but the research on synthesizely managing rivers by maintaining RFOs up to now have no. According to above background, the concept of RFOs, which was advanced in Japan, was introduced in the paper, and the method on how to solve a value of RFOs was studied superficially from the theories aspect and by researching a case example.The main contents could been divided into three primary parts: the introduction, the theories method and the case example research.The introduction part based a background of choose the thesis topic and the research meaning, and the present research condition and development trend on RFOs in the internal and external area were introduced at first; Then the concept of RFOs, which was advanced in Japan, was introduced, and after the concept of RFOs was defined, and which was firstly divided into two classifications and secondly into eleven categories from maintainning rivers' normal function aspect.The theories method part was mainly consisted of two large parts: the solving method of Maintenance-flow(MF) and of Water conservancy-flow(WCF), the former based maintaining the natural function of river, by referring to a great deal of references from internal and external, studied superficially from the theories aspect how to solve every item flow required to fulfill each single function in the MF: either studying calculation methods of each single item flow required, or constructing calculation models of solving each single item flow requied; The latter based taking into account development society economy and maintaining mankind's living, studied superficially from the theories angle calculation methods of each single item flow required in WCF, and constructed corresponding calculation model to flow required; Finally, the two calculation models of MF and WCF were combined into one model to get calculation model of Flow objectives (FOs).The case example research part, combined the Project of Comprehensive Evaluation on Water Resources and its Development and Usage in City-Zhengzhou, choosing a segment river in Dengfeng district in the Ying-river as example, adopted above introductive calculation methods of RFOs, and mainly based hydrology data from Gaocheng Hydrology Station and Baisha Reservoir, carried on a more detailed calculation to FOs of the segment river. Limited acquisition data, during the calculating flow period, calculation of several single-item flow may be dealt with something briefly, but the final value of FOs in the segment river, which was 6.22 m~3/s, was worked out, and which was thought to agree with physical request.The research result showed: The calculation method of RFOs studied in this paper was feasible, which was of stronger practicability.The article chapter 5th was part for conclusion, including main contents summary to the thesis, existent problems of that research method, main research results and prospect etc.
