Heavy-loaded and high-speeded railway is the developmental trend of the railway construction. With rapid increase of the railway speed, there are some rigorous requirements regarding the quality of railway sleeper. It must rely on some advanced equipments to ensure the quality of sleeper. Tensioning and Unloading Machine (TUM) of Prestressed Concrete Sleeper (PCS) is the core equipment in the process of sleeper production. It will directly affect the quality of sleeper. So far, most of the PCS tensionor have tensioned steel-thread by the use of hydraulic jack, they can only be used to complete the tensioning process, but unable to fulfill the unloading task, and because they use indirect means to detect the tension force, there is a great error in the practical use. In view of the above reasons we need to re-design a new machine to produce PCS, It can complete both tensioning and unloading process. In this paper, we designed a new machine using spiral reinforcement outfit to achieve the tensioning and unloading aim of steel-thread; we can control the tensioning and unloading force of steel-thread through the speed control of hydraulic motor. It avoids many problems of traditional PCS tensionor.This paper discusses several problems in the design process of TUM . It mainly consists of the following aspects: (1) Mechanical system design, using a variety of CAD/CAE means (e. g. 3D parametric design, Finite element analysis, Optimization, Kinematical and dynamic analysis)establishes the Virtual Prototype of TUM; (2) Hydraulic system design, It designs the hydraulic circuit of the hydraulic system and selects important components for hydraulic system; (3)Control system design, It establishes mathematical models and designs reasonable control algorithm for the system;(4)Simulating dynamic performance and confirming the reasonability of using Fuzzy-PID algorithm as the control algorithm of the system. Finally, a summary of the full text was made, and pointing out the further work supposed to do.
