The concept of COTS (commercial off-the-shelf) is proposed by the major military powerful nations in Europe and America in the 80s of 20th century, considering the development of products for military purposes. Military electronic devices usually are designed specially to ensure lasting, highly reliable working. However most COTS devices are Plastic Encapsulated Microcircuit, they generally operate in narrow temperature range, and are sensitive to moisture. Moreover, their design, materials, chips, production process control may lack of traceability, so the reliability of COTS devices which will be used in the harsh space environment requires further research. With the rapid development of space technology, the demands for high-performance components are being increasing. By looking at the reality, the newly developed high-performance components typically give priority to the commercial market, but may not to the corresponding high-reliability products. On the other hand, as high-tech embargoes, it is difficult to procure high-performance components for aerospace applications. How to solve the needs of aerospace components by application of COTS becomes a long-term and far-reaching issue now.The ADV212 is a single-chip JPEG2000 codec targeted for video and high bandwidth image compression applications that can benefit from the enhanced quality and features provided by the JPEG2000 (J2K) ISO/IEC15444-1 image compression standard. ADV212 has broad application prospects as it is a chip with excellent performance. As a typical COTS component, aerospace application of ADV212 is the main topic of this article. By researching the requirements of the selection, screening and qualification of Plastic Encapsulated Microcircuit, the quality assurance programs are developed to evaluate the inherent reliability of ADV212. It can not be ignored that operational reliability is as important as inherent reliability. Some suggestions are given about radiation harden design, thermal design, storage and handling requirements of ADV212.Based on the research result,ADV212 has been successfully used in a satellite as a core device. The application of ADV212 in the wavelet transform based image compression technique can improve performance and reduce the costs. Good performance during the operation is highly praised by users. Based on the evaluation results and flight validation, it is quite clear that ADV212 will be widely applied in the design of the follow-up products.
