Under the pressure of oil price increase & environment protection requirement, the application of green powers for automobile industry, especially for passenger vehicle area, now attracts more and more attention of global motor manufacturers. So far, the motor manufacturers focus on the development of Hybrid, Hydrogen Fuel Cells, Fuel-cell, and full electric cars. However, from the point view of long-term development and thoroughly protection to environment, full electric car will eventually be the perfect solution. Now, China is among the tops in full electric car technology capability. We have already found quite good solutions in areas of cell capacity, battery duration, recharge technical, driver feeling and so on. Now test run has already been partially started in micro market and has been more and more close to the application into macro market To the user, when the full electric car can meet his needs of daily life, the convenience of supplementary facility & after sales service will be one of the important considering factors when he decides to choose it. Proper composition and operation of Battery recharge strategy will be the core part which will help the full electric car be accepted by the market and extend to large scale application.This thesis discusses the recharge system design and operation management; it mainly focuses on the analysis of competitive strength of different recharge systems, the analysis of management system of recharge service producer & the actual feeling of end user during using, simulation of the operation management system on a certain level. Meanwhile, this thesis discusses the possible & related policy support from government to FE car producer, user& potential user, recharge service producers. Finally this thesis intends to give some intellectual support to the full electric car recharge service management. Furthermore, to make some advanced effects in promoting the development of FE car industry.
