Microwave material have a wide range of uses in Television broadcasting, Radar technology, Microwave anechoic chamber and Electronic devices. Especially in military technology, due to the rapid development of electronic technology, materials research becomes more and more important. Therefore, the measure of the Complex permittivity has a great significance.First, the article introduces the development of the materials measure on the domestic and foreign. Second, analysis of the measure methods, according to a variety of advantages and disadvantages of different methods and testing requirements. Finally we choose the TM0n0 cylindrical cavity method. We designed a new TM0n0 cylindrical cavity, the cavity have a little interference modes. So the test results of this TM0n0 cylindrical cavity are more accurate and reliable. Finally, we write the test software with Visual C++.With the cavity we designed, we measure many of different materials. The measurement error is analyzed in this paper. The error sources are defined according to measurement theory.Frequency:2~15GHz. Temperature:room temperature. Measurement range:εr'=1.1~10. tanδ= 1×10-4~5×10-2. Measurement errors : |Δεr' /εr'|≤2%. |Δtanδ|≤10%tanδ+ 8×10-5.
