Taking Wenshang regional eco-system as research object, the main ecological problems in urban and rural areas, direction of regional development were studied in detail with the theories and methods of ecology and sustainable development. Compatible development of urban and rural area was considered the essential choice for the development of ecology, economy and society of Wenshang District in the future.The study is composed of three parts. In the first part, the eclogical function districts were classed by using clusting method. The results are as follows:1) Wenshang region was divided into three eclogical function districts: middle plain agricultural protecting district; northeast low hill eclogical protecting district; central town eclogical environment construction district;2 ) The middle plain agricultural protecting district was divided into two sub-eclogical disricts: the agricultural protecting district around central town and the lowland district at the southern part of town.In this study , the input and output of energy in the agricultural eco-system of Wenshang were statistised. The energy flux in the agricultural eco-system was analyzed. The results are as follows:1) In 2003,the primary productivity of cropland is 4728321.48 ×1010J;2) Secondary productivity of cropland is 677583.40 ×1010J;3) The density of input energy is 4589.82 J/Y,belongs to mid-level;4) The ratio of output to input energy is 11.65,about 4 times of average ratio of that in China ,but the efficiency of sunlight utilizing is not high.the agricultural eclogical system is still in the stage of low level.5) The local agricultural system is openning at a high level.but the proportion of secondary production is lower. The commercial transform of agricultural products is low yet.In order to test the effects of different agricultural management plans,the AHPmethod was used to analyze the active and assumed plans.The results are as follows:1) The analyzing result for the active agricultural projects is:the establishment of fruit-producing base and all-season vegetable producing base are good agricultural projects;but silkworm feeding and stockbreeding contribute little to local agricultural development. I suggest to give a reconsideration on current projects.2) The evaluating results for different planned projects are: the weighted values of each project is similar.and higher than the active projects.The evaluating result is well and effective.
