Developing And Consummating A New Type Of Rural Cooperative Medical Service Sysstem In Fujian

Vigorous development of rural health services to protect the health of farmers is an important aspect in building a new socialist countryside. Since the carrying out of the reform and opening up policy, rural health services of Fujian Province has made tremendous achievements, particularly during the " The 10th Five-Year Plan" period. The rural cooperative medical care has made encouraging progress, and the condition that farmers found it difficult to go to see a doctor has been improved. But the cooperative medical condition has not yet been fundamentally changed because the basis of rural medical work is relatively backward. Some farmers remain poor or return to poverty because of sickness.The coutradiction between rural health services and socio-economic development can not meet has been still serious. To have a new rural cooperative medical system perfect and sustainably developing, the key is to establish a scientific and reasonable mechanism for financing cooperative medical care and a stable and efficient management and supervision system. Only by constantly improving and perfecting the cooperative medical care financing mechanisms, in particular the effective support from the government, can the new rural cooperative medical system be implemented, and only by the establishment of a stable and efficient management and supervision, can the system be sustained and put into development.This Article chooses "new rural cooperative medical system" of Fujian Province as the research subject. It is believed that the establishment and perfection of the new rural cooperative medical care is the immediate need in solving rural medical problems in our Province. It is the basic requirement for harmonious economic and social development and equally enjoyment of health services. It is also a symbol of improvement of the quality of the population. So this study has far-reaching practical significance. First of all, this paper reviews Fujian rural cooperative medical system reform process and Fujian new rural cooperative medical achievements in the new era at different historical stages:the initial stage, pilot stage, the steady advanced stage, the full implementation stage and so on. On the basis of investigation and research of the work of Fujian new rural cooperative medical services, this paper analyzes the problems and their causes in Fujian rural cooperative medical system, and put forward the corresponding countermeasures and suggestions. These countermeasures and suggestions will be helpful in intensifying propaganda work and government's responsibility. It will guide the farmers to participate in rural cooperative medical services and promote new cooperative medical sustainable development. It helps to explore the establishment of long-term stable, scientific and reasonable funding mechanism and vigorously develop the rural economy so as to increase the income of farmers and improve their ability to pay for medical care. Scientific operation is necessary in ensuring the steady development of cooperative medical care.Strengthening talents training and improving the quality of medical services and professional level. It is also important to establish a stable and efficient management and supervising mechanism so as to provide legal protection measures for perfecting new rural cooperative medical services. This paper aims to provide some references for the development of a type of rural cooperative medical services system in Fujian.
