Existing Questions And Countermeasures Of Establishing Permanent Positions For Local Civil Servants

It is the starting-point and the key to regulate the administrative framework management during China's "governing by law" process. For a long time, the administrative framework management was used to being governed by policy and administration, so it became hard to get an effective control of the governmental scale. Since the beginning of reform and opening up, we have made some laws and regulations on the administrative framework management, and scholars also have made some profitable research concerning the administrative organizational law, however, the theoretical study is by and large confused and unsystematic in these fields of legislation and supervision. Nowadays, there is still neither a fundamental law (namely a substantive law) nor a procedural law on the administrative framework management in related practice, so there are no laws to go by in most cases. In this paper, monitoring this perspective, for the agency to prepare a status made a study and put forward their views.
