In New Public Management Movement that starting at Europe and America in 1970's, how to improve the performance of public sector that solve the market and social needs become an important aspect. In this movement, each country's government administration reform began to proceed. The change of management mentality and the method and innovation of management were in the content of reform. The important of performance evaluation management was regarded by each government. With develop of the incentive theory, performance mechanisms was used in public sector management. The combine between incentive mechanisms and performance evaluation management was known as improve of working positively of civil servant in public sector manager. As a result, the government efficiency was improved and became a High-performance Government.There has a long time of civil servant institution reform in our country. In 1993, the Temporary Regulation of Civil Servants was published. That means the establishment of civil servant institution. There has a long time of civil servant institution reform in our country. It means the reform come into a new step. However, the traditional management institution exist the negative affect to civil servant institution.The design of civil servant incentive mechanisms should insist on equal principle, substance and inspirit incentive, positive and negative incentive that used together. To keep the validity by build efficiency evaluate, favorable wage standard, reasonable promote institution. It is an essential way to improve government performance by the combine of incentive mechanisms and performance evaluation management.The paper started on summarize of civil servant incentive mechanisms between western country and out country. It analyses the limitation of western civil servant incentive mechanism in our country. Next, it explains why we combine incentive mechanism and performance evaluation management together. Afterward, construe the performance management practiced in our country based on theory study. At last, we found out the relation between performance management and civil servant incentive mechanism by analyzing the current situation, then bring forward the advise based on the performance evaluation management of civil servant in our country.
