Supervision is one of the basic functions that constitution and other laws entrust the people's congress and its standing committee. The people's congress and its standing committee supervise the government and the court and the procuratorate conducting administrative affairs in accordance with the law and performing judicial powers fairly. The supervision is valid and supreme. It is the concrete embodiment of people's exercising their democratic power to be the masters of their own country. It doesn't only reflect the connotations of the state system and the government system of China, but also plays a vital part in promoting the construction of socialism democracy and legal system and the harmonious society. In recent years, the people's China carried out valuable exploration of developing supervisory work and played a positive role in supervising administrative, judicial and procuratorial organs of state conducting administrative affairs in accordance with the law and performing judicial powers fairly, and were therefore highly appraised by people of various circles. However, in view of the overall condition of the supervisory practice, the supervisory work of the people's congresses at different levels and their standing committees is basically on the transition from purely emphasizing procedural supervision to laying equal stress on procedural supervision and substantial supervision. The supervisory functions and powers that constitution and other laws entrust the people's congress and its standing committee haven't been fully exercised. There still exist a lot of contradictions and problems in the supervisory awareness, supervisory capacity and supervisory methods of the supervisors and even in the supervisory mechanisms of the people's congress and its standing committee. There is a wide gap between the supervisory results of the people's congress and its standing committee and the requirements of the party and the expectations of the people. Facing the new situation, the new task, the new requirements and the new practice, the members of the people's congresses at different levels and their standing committees need serious researches, deep reflections and brave practice. Based on the constitution, supervision and other laws and combined with work practice, with the instructions of the tutor, from the angle of strengthening and perfecting the supervisory function of the people's congress and its standing committee, with the analytic method of combining theory and practice, this thesis systematically researches into the theoretical origins, the law basis and the current condition of practice of the supervisory work of the people's congress and its standing committee, and deeply analyzes the conspicuous contradictions and problems that exist in the supervisory practice of the people's congresses at different levels and their standing committees and seriously reflects on further strengthening and improving the supervisory work. In the light of that, in the third section of the thesis, it puts forward some suggestions, with the hope of giving some inspiration to the supervisory practice of the people's congress and its standing committee.
