Since the late of 1970s, with the coming of globalization, information technology, market-oriented and knowledge-based economy era, western countries entered the public department management, in particular the Reform of Government Management era. A large number of mainland residents go abroad for tourism, commerce and service activities. Foreigners also enter China for tourism, business, study and employment frequently. The changes of international and domestic situation have put forward higher requirements to China's entry and exit immigration management. The new problems of entry and exit immigration management exposed in the new era need solutions under the guidance of the new theory.This essay illustrates the status of New Public Management Theory Research and Development Status firstly, then in-depth analysis its background, the western public management scholars'opinion on this theory, the relevant point of view and Inspiration. At the same time, this essay analyses the history of China's entry-exit immigration administration, introduced the process and development of China's inland entry-exit immigration administration with investigating the historical reform, organizational system's changing and management mood of the Exit-Entry immigration administration in Hefei port.
