Research On The Immigration Policy For Macao

In the era of globalization and internationalization,the government of the well- developed countries establishes appropriate economical immigrant policy for attracting financial resources and human resources so as to promote the development of economy and competitive of the country. In order to attract the global human resources in Macau SAR,it is necessary to elevate the productivity competitively. It is also necessary to evaluate and improve the policy and related laws and regulations about the specialized and technical immigrants and immigrants of investment.First of all, this article reviews and summaries the development of population and immigration policy and objectives of the policy. Followed by the analyses of the implementation and problem of Macau immigrant policy, then scan over the immigrant policy and solutions to the related problems of the countries such as Singapore, Hong Kong, USA and Canada in general, and to summarize the experience of these countries. Lastly, the thesis points out the suggestion of how to improve the immigrant policy specifically and prospectively. The core conclusion and suggestion of this article is: the immigrant policy of Macau at the present is necessary to make a change and adjustment according to the situation, channel of specialized investment immigrant, to revise the specialized and technical immigrant policy. It is worthy for Macau to take the experience of immigrant policy from other countries as references; proper immigrant policy enable the promotion of the local development, to optimize the structure of human resources such as technical immigrants– it should be specific to the departments which are lack of talented or'open function'. This can provide the supplement of local human resources, promote the employment and activate economical growth, increase the positive effect of elevated GDP. Under the commercial immigration and capitalization, effective estate immigrant policy can gain positive effect as well.
