Study On The Investment Problems Of The Armed Police Force General-purpose Assets Based On Ppp (public-private-partnership) Model

General-purpose assets of Armed Police Force means the assets which can be used by the Armed Police troops and civilians,they are an important composition of state-owned assets, and it is also the material base for the development of Armed Police Force. The State and Armed Police Force have been pay attention to the investment, construction, buy, management and use of general assets, and on the other hand, investment is the indispensible condition for the formation of general-purpose assets, so it is significant to research on the investment problems of the Armed Police Force general-purpose assets. The thesis uses PPP model to study the investment problems of the Armed Police Force general-purpose assets which is the reflection of military logistics socializing and the effective measure to realize mergence of the Armed PoliceForce and civilians. The dissertation starts from the status quo of Armed Police Force general-purpose assets investment, explains the necessity and feasibility of adopting the PPP model in the investment of Armed Police Force general-purpose assets, and points out the difficulty in its execution. And then, by referring to domestic and foreign government's experiences in basic construction using PPP model, the paper proposes the countermeasures for the Armed Police Force to adopt PPP model from three aspects. At last, it takes a hospital's medical apparatus investment of XX division of the Armed Police Force for example to analyze its experiences in investment by using PPP model.
