The transfer of scientific and technological achievements in institutes of higher education is the product of higher education at a certain stage. This kind of transfer develops not so rapidly in our country and its potentiality has not been explored to an extent it deserves. The transfer pattern plays a significant role in the transfer process. In recent decades science and technology of higher education institutes in Xinjiang has been developing so fast that the sci-tech resource has taken a rather big ratio of overall resources in Xinjiang. Because of the lack of effective operating mechanism, and especially of the fact that current transfer pattern can not meet the needs of new situation and new phase, the limited resources have not been utilized to their uttermost, restricting the improvement of whole sci-tech creativity. For that the personnel and research advantage in higher education institutes could not play their proper role in the local economic development, which also affected the transfer result. So it is urgent to build an effective transfer pattern in which the enterprise is the main body, the market is the guide with cooperation of production, learning and research. And all this has to be based on the lessons-drawing of national and international experiences and on the study of present situation and problems of transfer pattern operating in Xinjiang higher education institutes.The main goal of the author of this dissertation is to deal with the crux of the problem in the transfer of scientific and technological achievements in Xinjiang institutes of higher education, and to explore and find a set of effective patterns by employing methods of comparative analysis and case analysis. First, the author will illustrate fundamental concepts and related theoretic basis of the achievements transfer to form the theoretic frame for the whole dissertation. Second, the situation and problems of the transfer in Xinjiang higher education institutes, the evidential research on problems in pattern operating and those restricting factors in transfer will be dealt with in detail. Third, the author will do comparison on typical patterns in developed countries such as America, Japan, Great Britain, Germany and fast-developing domestic regions to provide experiential enlightenment for building effective transfer patterns in Xinjiang higher education institutes. Fourth, the author will put forward specific transfer operating patterns, including the "supply" research pattern and "united exploring" research pattern. At the end of dissertation the author puts forward ensuring measures for the implementation of achievements transfer patterns in Xinjiang higher education institutes.
