| Along with the deepening reform of higher education, college is facing new opportunities and challenges. Confronted by internal and external environment changes, what kind of performance management tool should the college adopt to better achieve the organization's strategic objectives, and remain competitive in increasingly complicated educational activities becomes urgent and put a direct impact on our university's long-term development. At present, the implementation of performance management in china's universities are preliminary, one-sided, the university social services capacity, and internal operating conditions, development potential are not involved. We must learn from for-profit organization's performance evaluation tool in order to make break-through in performance management reform in higher education sector.Balanced Scorecard is one of effective achievements management tools.From 1992 to now, Balanced Scorecard has experienced years development,and it had already became an important management tool which the global profit organizations widely accepted . Balanced Scorecard dismantle the traditional performance management by combining financial and non-financial index, and from the four developing dimensions of finance, customer, internal business process and study, the organization's strategy is transformed into goal, index, target and action and form a multi- dimensional performance management system. Balanced Scorecard is able to be used in higher education is mainly because it can fit higher education's many-sided need. Balanced Scorecard overcome the shortcomings of traditional performance management like subjectiveness and one-sided, and improve the overall operation of performance management by strengthening target making, action guidance and performance upgrade.Based on the theory of the Balanced Scorecard and performance management,this article discusses the current situation of performance management in higher education sector and possibility of introducing Balanced Scorecard into China higher education system's performance management. A Balanced Scorecard based performance management model for universities is designed on the basis of the classical Balanced Scorecard model.Tianjin Vocational Institute is taken as the object.Through case study, experts interview,practical observation, and a SWOT analysis of the internal and external environment of the institute , the vision, mission and strategies of the object institute are discussed.The present performance management system of this institute is reviewed from the perspective of Balanced Scorecard.And a Balanced Scorecard is designed for the object institute from the aspects of internal business, innovation and learning, finance. An elaborate description of the process of planning and designing is given to provide reference for the object institute and institutes with similar situations. |
