In the construction of the third generation of mobile communication system, the designing and building of the Operation Management Center(OMC) is an important component. So it is necessary to provide an real-time test platform for the construction of the OMC. Because the main business of the OMC system is the management of a large amount of RNC (Radio Network Controller) and NodeB, so a effective simulation of RNC and NodeB in software layer is very valuable.In here,we focus our work on NodeB, by analyze the business interface between NodeB and RNC, we could create an demand model of the business layer of NodeB in order to design and developing. In this paper, NodeB and the base station simulator designed to simulate the implementation of the topology management: OMC System Requirements topology module able to display the entire network topology and equipment status; fault management:OMC System Requirements fault management module; Performance Management:OMC system performance requirements management module to collect various information from the data network element configuration management; software management module:OMC system requirements software management module can provide software version and network element data, centralized management and require a software download for file transfers and other functions, to achieve a Node B and the interaction of information OMC simulation, provide a test platform for the OMC, OMC required to provide interactive information.A problem in process of the software development is how should we process the relation between resume and coupling. So we thinking in the Object-oriented design which depends on abstraction but not on realization for the development of the NodeB software. The platform in use, you can better monitor network operations, improve the efficiency of network maintenance and lower operating costs.
