The research about the forward-link system capacity of CDMA2000 radio access system is done in this paper. The conception of the system capacity is analyzed and defined detailed. The forward-link capacity and the backward-link capacity are compared, then analyze the different purpose and measure to increase the system capacity of them. A new perspective about system capacity research is put forward: The research must be based on the actual service model and practical influencing factor.For speech service, the purpose is to maximize the high-point or the erlang of the system. In this study, the model of mixed services system is established. And a forward dynamic threshold power control algorithm based on SIR balance is proposed. It can improve the forward-link capacity of cdma2000 lx system.Instead of that of the speech service, the purpose of the data service is to maximize the data throughput of the system. The data service characteristics of cdma2000 lx EV-DO system and the calculating method of data throughput are analyzed detailed in this paper. On the base of that, the paper puts forward the realization project of increasing the forward link data throughput of the system: the P-F data schedule arithmetic on forward link. The characteristics of the data schedule arithmetic on forward link is that, considering fair, the system provides service for the user who applies the highest data rate, in order to increase the system throughput on the forward link.
