Along with the rapid socio-economic development, the increasing concentration of population and intensity of social activities, sudden environmental pollution incidents have increased gradually. The environmental protection departments have short reaction time and need to meet the high requirements. They also need to make correct decision quickly and take effective measure.The establishment of environmental protection emergency system is of great significance to prevent and manage environmental pollution incidents. This system can effectively protect the environment and the safety of people's lives and improve rapid reaction capabilities and overall command capabilities of environmental protection. Vehicle monitoring and scheduling is a very important part of environmental protection emergency command system, directly relates to the effectiveness and response speed of environment emergency commanding.This paper briefly introduces the environmental protection emergency command system and emphasizes on introducing the key technology and realization of vehicle monitoring and scheduling. This system integrates the GIS, GPS, GSM and component technology and develops with MapInfo company's MapX5.0 embedded in Delphi7.0 visual programming language. This paper constructs the emergency command system platform, including GIS basic functions, real-time display of the vehicle position as well as the traffic Shortest Path. And the paper uses MSComm control to realize serial and network data transmission and completes communication between environmental vehicles and monitoring center for the monitoring and controlling of vehicles.The second chapter describes the basic principle of GPS and GIS as well as the GIS component development mode; The third chapter introduces the advantages and disadvantages of several vehicle monitoring and scheduling communication technology, as well as the principle and communication means of GSM network Short Message Service. The forth chapter analyzes the classical shortest path algorithm and improves it, the improved algorithm takes the sum of the distance from temporary signs node to start node and the distance from this temporary node to end node as the condition to optimize the Dijkstra algorithm, then realizes the communication between the vehicles and monitoring center. The fifth chapter details the system structure of environmental protection emergency command system and also introduces the design and realization of all modules. And this paper discusses the key technology realization of this system.
