Yunnan Industries To Relocate To The Mechanism And Mode Of Study

In recent years, with the fast development of Chinese economy, the gap of regional economy between eastern coast and central western area is becoming wider and wider. In order to make the economy develop steadily and healthily, Chinese government puts forward the policy of overall planning development of regional economics, such as Western Development Policy. Meanwhile, industry-transfer between the two parts is becoming quicker and quicker. A lot of questions and new features have also emerged during the process of Chinese industry-transfer, for example, how to divide gradient accurately, some technology-intensive industries begin to transfer before labor-intensive industries, and direct transfer from the East to the West bypassing the Central was observed. In this situation, doing research on Chinese industry-transfer seems indispensable.This paper's main content is mechanism and mode of Yunnan's facilitating industry-transfer. Firstly, I puts forward the research direction of this paper based on a review about theories and practice of the industry transfer domestic and abroad, which is trying to establish a new theory——Siphon Theory to do research on the mechanism and mode of Yunnan's facilitating industry-transfer. Secondly, this paper analyzes the present status, the trend and the discipline of Chinese current industry-transfer by using historical analyzing method. It also points out that primary and secondary industries have already begun to transfer between The Eastern and central western China based on analyzing the statistical data. But obvious transfer of tertiary industry has not begun by the end of year 2008. Thirdly, using empirical methods, based on characteristic of Yunnan's economy and gradient-transfer theory, integrating various kinds of industry-transfer theory, finding out enlightenment from physical phenomenon, this paper establishes a new theory——Siphon Theory so as to overcoming the polarized effect. Siphon Theory uses enlightenment from physical phenomenon to find the methods overcoming the polarized effect, which means raising the platform of facilitating industry-transfer, choosing advanced industry to transfer, and making leading industry at the location of New Products or making New Products industry be the leading industry. Fourthly, on the basis of Siphon Theory, this paper puts forward two industry-transfer mode: Siphon Mode and "Point-Axis" Mode(P-A Mode). The two modes can help Yunnan facilitate industry-transfer better, because the two modes are based on characteristic of Yunnan's economy, they can also alleviate polarized effect and strengthen trickle-down effect. Fifthly, using Location Quotient analysis, this paper applies P-A Mode to do empirical research on Economic Cycle of Yunnan Central City, it analyzes 30 industrial enterprises' Location Quotient, identifies the Industrial Cluster in this area, and makes some policy recommendations to benefit the local economy in practice.In a word, this paper uses comparative, empirical and mode analysis methods to do research on mechanism and mode of industry-transfer in Yunnan, which not only helps to intensify existing industry-transfer theory, but also makes Yunnan facilitate industry-transfer better.
