Since enterprise community responsibility is 20centuries, it's an important concept, one kind of fundamental of thought being also to structure enterprise and the society harmnonic relationship。Before the reform and opening, the Government decided to corporate social responsibility. At that time, the State takes on employment, education, health care and old-age pension and other social functions. This is due to the then national circumstances, This is undertaken by the State-owned enterprises should not bear the social costs, but weakened as the economic organization of the competitiveness and innovative capacity, influence the development of State-owned enterprise reform. After reform and opening up, China from a planned economy to a market economy restructuring State-owned enterprises gradually established modern enterprise system. SOE began to break down the seperation of mode, split enterprise social, reformed. After 30 years of efforts, the State-owned enterprises gradually and the Government to draw the boundaries to social functions gradually split. But the whole process does not complete. After entering the new century, community-owned accumulated more and more dissatisfied with the State-owned monopoly of State-owned enterprises in particular, their behavior and performance of social responsibility.
