This research took Rizhao urban area as the study area, established the monitoring point with different application and built the dynamic monitoring system of urban land prices with the support of computer and GIS technology. Researched cities land price dynamic monitoring and distribution regularity. The analysis of the quality deference of the urban land.In accordance with the "Urban land price monitoring system for technical specifications" to chose the monitoring points. So the number,distribution, representation and comprehensive of the monitoring points which meet to the technical specifications and the requirements. Using market comparison approach, income approach, residual method and other methods, to correcting the transaction time, sell-year, floor area ratio, degree of development transactions, and we can get monitoring land price.Then compare the monitoring price with the standard land price. It is can confirm the monitoring price to use.,which be used to study the spatial and temporal variation of land price in Rizhjao City.Importing graphic data and attribute data of the monitoring points in Mapgis,and then use Arcgis software to analysising space. We can get Rizhao City commercial land, residential land, industrial land figures and tables from 2002 to 2007 land-level changes. The analysis shows:In Rizhao City, residential land and commercial service land have high prices, industrial land price is lower. It is have a large price difference between various types of use land, especially industrial land have lower prices, reflecting the Rizhao City is a landscape pleasant climate, is fit for human recreation, accommodation and shopping, entertainment features of the coastal city; while urban land prices is rising, but the land level changed; In general, the coastal region have relatively high land prices, rising faster, in old city ,it have more complete infrastructure, the price is high and relatively stable change.Comparing Rizhao City with the other cities which have considerable economic . Founding that the pirce of business land and residential land in Rizhao is higher than Binzhou City, Laiwu City, and Dongying City, which is due to the unique coastal landscape, advantage of the sunshine , unique natural resources.It make Rizhao tourism and real estate have rapid development, and improved level of the overall Rizhao City Through this study it can be found: using land dynamic monitoring system overcoming to use a lot of time to survey, and the shortage of manpower and material resources, then get more reliable data. Therefore, this research results could provide support about macroscopical control and scientific management of city land market and provides a reference to the land evaluation of other coastal cities.
