Annual salary system and the establishment of the enterprise to explore an effective incentive and restriction mechanism, so that managers get consistent with their responsibilities and contributions paid, the progressive realization of enterprise managers and their income market, based on their size and operating results, on an annual unit managers to pay an income distribution system. Implementation of the annual salary system needs a scientific basis for performance appraisal system as a support. This article is based on the annual salary system, designed for the executives of state enterprises performance appraisal system.The first part of this article describes the background, purpose and meaning. The second part to this article applied to the annual salary system, performance evaluation, motivation theories and quantitative tools for a theoretical review. The third part of the existing system of state-owned enterprises and senior executives salary status and problems of performance evaluation analysis, and the fourth part of the annual salary system based on performance index of state-owned enterprises the choice of executives to provide reference. First, determine the annual salary system based on state-owned executive performance appraisal system design principles. And then, under the guidance of the principles of qualitative analysis that the choice of assessment indicators. This article combines EVA into the BSC financial indicators. The author also combines the four dimensions of the BSC and social recognition, as a index with the strategic dimension, and the second indicator is a refinement of indicators within the strategic dimension. Finally, quantitative analysis of the application of AHP to determine the factors on the index system of weights, the fuzzy mathematics and gray system theory, the index system to quantify the qualitative indicators and application of multi-objective linear weighted evaluation index system determined value. The fifth part to the company as an example N, N applied in the evaluation index system to conduct detailed exploration and study, and proposed the index system of assessment criteria, so that theory and practice combine to make this thesis work could state-owned operator of the adoption of the annual salary system has certain reference value.This paper uses qualitative and quantitative analysis, the combination of BSC and EVA method, based on annual salary system to establish a robust, relative scientific and objective performance appraisal system for senior executives, and as a basis to determine the state-owned enterprises with high management the ability to work, the effectiveness of its implementation of the strategy. In addition, the executive performance appraisal system can also serve as the implementation of the annual salary system or structure and the amount of adjustment basis.
