However, due to government investment projects in China are not well-established management system makes the current lack of public investment more effective restraint mechanism, the rapid growth of investment in government projects at the same time, the phenomenon has been found in some confusion, the government investment projects become parties to seek personal gain "Investment bottomless pit", resulting in a number of "phishing" project, "Three Excesses" project, "Marathon" projects, "tofu dregs" projects and other serious incidents to the country and caused great loss of people seriously affected the government's credibility.Government public investment projects in the full life cycle of many valuation, the investment estimate is rough, but it is an investment in the project the greatest impact. Government investment estimate is the government department in charge of building the basis for decision-making, but also the development of investment planning and control cost effective tool. However, due to investment projects estimated to occur in the early stages, many of the cost information could not be determined, but also in the process of implementing government projects will be many unpredictable things that affect the project investment plan, the project was the preparation of the investment is estimated difficulties, the current government investment in public investment projects estimated for the study of papers is very small. So to find a feasible investment project for the government's public investment in the fast estimation method has a very far-reaching significance.In this thesis, a large number of in-depth study and cost of access to domestic and foreign government control of public investment, investment estimation method, based on the estimation model, through the "significant cost-CS" models and engineering consulting firm data to identify the estimated impact of a major government investment factors, and then apply the radial basis (RBF) neural network theory, a government investment estimation model of public investment projects. Hope that the results of this research can improve our government's public investment out of control the status of investment projects to improve the efficiency of government investment to play a positive role.
