The role of the state should be the function of the stageof economic development. The author studies this relationship from the perspective of industrial policy. By studying historical international experience, the author found that as the economy develops, the industrial policy evolvesin every aspect. As for the policy target, it becomes more general rather than directional. As for the measures taken, it becomes more indirect. As for the policy-making process, the market plays a more important role. The empirical study also proves the conclusion. The author also evaluates China's industrial policy and puts forward policy suggestions for China's strategic industrial policy according to the findings of this paper.
