It's an important measure to accelerate the developping and nurturing strategic emerging industries for promoting change in the mode of economic development and economic restructuring of the major strategic initiatives. And at present many areas build a serious of development plans to support and cultivate strategic emerging industries. In the new round of development opportunities, there exists the "develop first, action first" and the invest phenomenon strongly. From a global perspective, there are problems in a new layout similarity, duplication and excess capacity, it's necessary to research environmental assessment of the strategic emerging industries to help businesses and governments in decision-making.Integrated use of regional economics paper, industrial economics, system theory, decision sciences and statistics theory and other related disciplines, the factors affecting the strategic emerging industries were subdivided and the basic factors, motivating factors, innovation factors, Government-will factors were summarized, the composition and influence content in all kinds of factors were analyzed. Alternative mechanisms, conversion mechanism and accumulation mechanisms were researched and the develop law in space and temporary was analyzied. By analyzing the main features of the area of strategic investment, AHP method and PCA method were selected. And through the Delphi method, the two evaluation methods were integrated that making the evaluation model not only reflected the subjective will such as the government and experts, but also with the regional industrial development environment. Finally, an empirical study was conducted in N, M and H City to test correctness and feasibility of the theories and models.
