With economic globalization, the advent of information technology and China's accession to WTO, enterprises are facing more intense and brutal competition. The competition among all enterprises in the final analysis is the talent competition, and human resources have become the primary resource for survival and development. Performance management is the core of human resource management, it is an effective business tool and a controllable means to achieve strategic objectives and also it is an important guarantee of the enterprise staying in an invincible position in the competition.As to Li Xin Da Hua Certified Public Accountants for Overseas Limited (hereinafter referred to as " Li Xin Da Hua "), it is an intellectual capital-intensive enterprise keeping "people together" as the basis of business, and its development relies heavily on the continued investment of the Certified Public Accountants (hereinafter referred to as CPA) in human capital, for CPA is the most valuable and most core intellectual capital. Currently, the existing CPA Li Xin Da Hua performance evaluation system is not perfect enough and lack of effective measures, so it can not properly assess the CPA job performance and achieve an effective incentive, neither can put the individual development goals of CPA together with the firm's strategic development objectives goals to achieve the effective development and utilization of human resources. Therefore, Li Xin Da Hua CPA need to optimize the design of the existing performance management system to fully mobilize the enthusiasm, initiative and creativity of the majority of CPA work, need to improve the firm's performance, need to enhance the competitiveness of firms and need to achieve sustainable development of the firm.In this paper, a literature study, questionnaire, a combination of standardized research and empirical research, a combination of qualitative research and quantitative research, those methods are used in Li Xin Da Hua current status of the CPA performance management satisfaction survey, and it pointed out the main problems that exist in the performance of its management, analyzed the causes, and then for the main problems, by means of the Balanced Scorecard strategic management tool, extracted the key performance indicators of the CPA, and determined to assess the CPA by the use of 360-degree assessment, optimized built up a set of scientific and effective strategic performance management system, and finally ensured optimal system functioning well from the ideology, organization, personnel and systems.
