| Recently, China has attracted lots of foreign investment, the purpose is not only to make Foreign Direct Investment(FDI) to support her economic growth, but also in hope of market for technology, so that the spillover effect of FDI to promote regional innovation, the enterprises own core technology and more competitive in the international market. Through sino-foreign joint ventures, cooperative businesses and exclusively foreign-owned enterprises, FDI plays the investment activities in the host country, but there are differences of the spillover effect to the host country from the there joint ventures, so guiding reasonable the structure of the there joint ventures in the host country, constructing attractive innovation environment to foreign capital, maximizing the spillover effect of FDI to host country, so that we can obtain the technology and management skills which are the real needs to the host country.This paper discussed the theory of the spillover effects of FDI in the regional innovation system, reveals the relevance between FDI and regional innovation system. The absorbing ability, market structure and technology differences of the regional innovation system have influence on FDI. FDI also can promote the internal four subjects- enterprises, colleges & Research Institutes, governments and intermediaries of the regional innovation system on innovating. On this basis, we established the general conceptual model and explained the data envelopment analysis (DEA). The general conceptual model is the interaction of FDI and regional innovation system, and the spillover effects of FDI model is established a third stage model, which are technology spillover efficiency model, economic efficiency model and social spillover effect model. According to the characteristics of regional innovation system and FDI, It chose twenty indicators to explain the regional economic development level, human capital, innovation ability, joint ventures, high-tech, scientific-technical achievements, life quality, situation of enterprise, environmental governance and energy efficiency, used 2004-2008 data and the data envelopment analysis model, evaluated the attractiveness of the ten China's eastern coastal regional innovation system to FDI and got the forward position face. It also analyzed on the spillover effect of FDI in the tens and got the forward position face. Then it used the algorithm of the distance principle to sort each stage of regional innovation system to holistic comprehension.Through the results of analysis we can find that R&D people and R&D funds are the most attractive factor to FDI, however the college students is the lest attractive factor, sino-foreign joint ventures and exclusively foreign-owned enterprises are output shortage, the spillover effects of FDI with high technology is more significant, technical innovation makes a bigger contribution to macro economic growth in the area of technology relatively laggard. In the spillover effects of FDI to regional innovation system, the key link is technology spillover efficiency. Therefore, in order to improve the spillover effects of FDI in regional innovation system, the most important is to improve the technology spillover efficiency. |
