As the competitive environment changes and the innovation of enterprise strategies, human resource management is undergoing profound changes. human resource has become key point to established competitive advantage and grasp the development opportunities. Effective human resource management, not only can mobilize each post, each staff's enthusiasm, more important is to enhance the competitiveness of enterprises ultimately to promote the development of enterprises. In the realization of effective human resources management companies often through the independent innovation evaluation model for corporate human resources to select, use, educate, reserve, etc.This paper does research on the construction and application of three-dimensional human resources s Evaluation System of Dongguan Mobile and hope to provide a new perspective for the modernization and professionalization of human resources management which may promote the development and improvement of human resource management in all aspects.This paper is based on Dongguan Mobile's practice of human resources management in the past few years and makes deep analysis about three-dimensional human resources s Evaluation System from three aspects which are staff development (in the end is how to be considered an excellent employee), the organization needs (how effectively motivate and guide employees) and platform (what to do provide any platform).Based on Performance, ability to contribute, devotion to duty performance this model develops the idea for the multi-dimensional performance evaluation and depth of the use of staff and the establishment of a sustained and healthy development for the enterprises.This paper consists of five parts: The first part introduces the research background, purpose and methodology; the second part presents the basic theory of career management and competence, including the basic content of career management and competence force, and the trends and development of evaluation in human resources; the next part describes the current situation of Dongguan mobile's personnel evaluation management and improvement ideas; the forth part focuses on the three dimension talent evaluation System's Construction and applications of Dongguan Mobile; Finally, with theory support and practical experience summary, the paper analyses the disadvantages of Dongguan mobile's three-dimensional personnel evaluation system lack of implementation and its future improvement strategies.
