Study On Public Project Governance Mechanism In China

In order to resolve the problems in public project's construction and management, the article analysis public project management's mechanisms and other deep-seated factors, on the basis of the theory public project governance, using research methods such as the historical comparison, the survey statistics and quantitative analysis, the normative and theoretical analysis and so on.Then the arcticle optimize the internal governance mechanism and external governance mechanism, to build a public project governance mechanism linkage model, and to propose the final public project governance countermeasures.Firstly, the article summarize and analyze the status of public project governance in foreign and china, and found that the public project governance has been quietly rising either in foreign or in domestic, but it is still in infancy, the theoretical framework of its research is lack of empirical and case studies, there is still extensive research space to explore and discover.Secondly, the article define on the public project and the theory of public projece governance , and deem public project is the object of research in this paper. Through analysising the phylogeny of public project managenment, we found that there are a number of problems in the public project management mechanism, which impediment the development of the project construction and management , all of that constitute the key issues of this article .Thirdly, this paper improve and optimize the internal governance mechanism and external governance mechanism as a starting point, based on the theory of public project governance, to build a public project mechanism linkage model within the internal governance mechanism and the external mechanism eventually, this is a basic idea as a solution. Among them, the internal governance mechanism used to optimize the the relationship of internal organization between main stakeholders, to maximize the project participants'positivity; the external governance mechanism emphasis on the effect of external organization's policies and systems, social culture, and the market environment , which affect the project construction and management.Finally, the article propose concrete and feasible measures base on the public project governance model, aimed at series of problems in public project management mechanism.
