The Research Of Special Market Access System

Nowadays, the academic research for special market access system is still relatively weak. That makes a lack of adequate theoretical guidance for China's construction of special market access system. And it results a series of problems. This paper started with mining source of the term market access, and defined special market access as"in order to overcome market failures to ensure an orderly market competition and the security and stability of the market, to achieve a certain degree of public policy, the government (or state) offers a special intervention or control while market players and trading partners accessing to specific market areas to participate in market activities."And then the paper went on with the features, regulatory agencies, and regulatory methods of special market access system analyzed. On this basis, the paper made a deeper analysis—economic analysis of special market access system, such as demand and supply, cost and benefit analysis. Then the paper also made a comparative analysis on special market access system of the United States, Japan and Mexico. To make a detailed description on their different historical development and characteristics, analyze their deep-seated structures. And the most important is to drawn out their capital experiences for China. At last, the paper analyzed the evolution and current situation of China's special market access system, pointed out the existing problems and their causes. Also pointed out that the value system of efficiency to be followed, equity to be based and safe to be the protection must be obeyed if we want to improvement China's special market access system.In short, this paper based on the collection of information at home and abroad, drawing and use of relevant economic theory, to research special market access system from a legal perspective. The writer also put forward her own views and thinking, hoping it can be useful for China's construction of special market access system.
