The Research On The Investment-finance Mode Of Sewage Treatment Facilities Of Beijing

Beijing is the capital of our country and a fast-growing cosmopolis, which confronts the problems of pollution and scarcity of water resource. In recent years, Beijing is committed to the development of sewage treatment industry, improves the investment environment and advances the marketization of sewage treatment facilities investment- financing mode. Now Beijing is the pioneer city in sewage treatment industry in China. Beijing Drainage Group Co. Ltd (BDG) which founded in 2002 is a milestones in Beijing sewage treatment industry marketization process. But it is necessary to study how to make a choice of the sewage treatment facilities investment- financing mode, which is the key to solve the problems of imbalance between supply and demand, lacking of construction fund and inefficient operating.First of all, the paper analyzes and sums up the previous research results and the theory of Environmental Economics, public infrastructure and investment– financing, then comparative analyzes common investment- financing mode such as finance mode, credit mode, BOT, TOT, ABS and PFI.Secondly, based on the experience summary in developed countries and analysis of sewage treatment industry status in China, the paper considers it is promising to realize the sewage treatment facilities investment- financing mode develop in diversified ways. Consider the Beijing sewage treatment facilities investment- financing mode status and other factors, the paper conducts applicability analysis and comes to a conclusion: finance mode and credit mode were no longer in conformity with the requirements of market-oriented development, BOT mode should be developed vigorously and used widely in Beijing, meanwhile actions to improve and perfect management, legal and Fee-charging system should be taken to create favorable conditions for ABS and PFI to realize the sewage treatment facilities investment- financing mode develop in diversified ways.Finally, based on sewage treatment industry status, the paper put forward advices as follows: expanding the sources of funds including domestic and foreign, enriching investment - financing main parts and channels, perfecting the management system and improving operating efficiency, perfecting the legal system and investment environment.
