Referring to the world energy statistics of recent 10 years, we can find a huge change: world petroleum production has increased by 13.4% from 1900 to 2000. But petroleum international trade grew from 1.55 billion tons to 2.11 billion tons, 36.2% higher. The percentage of the petroleum trade in the world petroleum production increased by 10%, from 48.7% in 1900 to 58.8% in 2000. Petroleum is comprehensively used in all industries, such as transportation, petrochemical ect.. It was called "black golden", "blood of economy" for the economy and the whole society. Petroleum is becoming a significant and global strategic resource. Flow of petroleum changes the world political economy system. If there is not substitute energy, the petroleum competition will not cease. As one of the largest trade market and global industry, the influence of the petroleum industry will be even greater.In 2005, energy shortage problem disturbs the whole world. War, terrorism, political factors and speculation made petroleum market more fluctuating. It's an important issue of many international meetings, such as West 8 countries Summit, APEC Summit and Shanghai Cooperation Organization Summit. Our energy industry has grown up and became stronger and stronger since the foundation of our state. In 2004, the ratio of petroleum supply by ourselves is 94%. But the domestic production can't meet the growing demand because of the fast growth of economy, the urbanization and the increased number of cars. China energy shortage has drawn so much attention that developed countries express their hope to expand their energy cooperation with China. As a developing country, China is in the midst of industrialization process that the need for petroleum is increasing, Petroleum must grow fast. The petroleum market fluctuation, marine transportation security and America factors challenges China petroleum security. This essay tries to give solutions to how to handle these challenges and how to solve these problems. This thesis will give the solutions.
