Our country joins after the World Trade Organization , our country's competition for talent the stern aspect which seizes faced with the internal struggle outside. But the state-owned enterprise obviously is at the passive position in this competition for talent On the one hand, the transnational enterprise makes a forced landing in Chinese market, urges in the advance in technology and the economic by unceasing digs the talented person from the state-owned enterprise; On the other hand, the local and some excellent enterprise which run by private capital also is attracting the state-owned enterprise's massive talented people by its nimble policy, and has obtained the remarkable result. The brain drain specialized technology talented person drained in particular weakened the state-owned enterprise in the market competitive power and to the talented person the attraction, will be able to worsen inevitably this kind to drain the tendency. How does the state-owned enterprise detain the talented person, causes the talented person to be true loyally in the enterprise for facing the challenge of intense talented person captured after entry WTO, becomes the question which the state-owned enterprise matter of life and death urgently awaits to be solved. So it is of theoretical and practical significance to study the turnover of talented people and their retention.This thesis researches around the retention of the talented for the state-owned enterprises.This article divides into five parts. The first part is the state-owned enterprise brain drain limits and the present situation,mainly includes the enterprise talented person's limits, the human resource flow theory, brain drain with the human resource flow relations, as well as the state-owned enterprise brain drain present situation.
