Causes And Countermeasures Of China's Workers Over Labor And Labor Idle

The China economy experienced a brilliant development ever after the reform, when the income level of Chinese increased dramatically while the living standard has been improved. During the fast and robust economic growing stage, China saw two weird phenomena in the society, a group of labor over work to the extent of severely damaging their health, even death of overwork occurs, whilst a group of people are out of the labor market as unexploited labor force resource due to some reasons. In this paper, based on the Marxism economics theories including the labor commodity theory, the composition structure theory of capital, capital accumulation and relatively overpopulation, etc, in conjunction with the segmented labor market and the dual economy model under the western economics system, taking account of the on-the-ground situation of Chinese labor market, the primary and secondary labor market of China have been reviewed to certain depth. The factors which impact the over work and unemployment have been discussed. The principle of"human-based"appropriate employment is proposed to better allocate the labor working time of the whole society, which is the demands for current economic development of China as well as the establishment of a harmonious socialism society. A number of advices have been provided aiming at alleviating the situation of both overwork and unemployment.
