| Under the different economy conditions, the validity of cooperative modes and the rationality of harmonious forms of fiscal policy and monetary policy play an important role in the economic development of a country. Now, cooperative modes of fiscal policy and monetary policy have become a focus in academe, at the Central Government Economy Work Meeting which was held on December 3, 2004, our country put forward that we would carry out moderate fiscal policy and moderate monetary policy in the long time for the future. According to economic run of our country, the paper adopted the methods of combining theoretical analysis and practical analysis, history law and realistic instance, conclusion-compare and explore-innovation, basing on the analysis of expansive and constrictive policy, we introduced the moderate policy, linked the cooperative modes and harmonious forms of the fiscal policy and monetary policy together, analysed the rationality of harmonious forms choice under the different policy combinations.The paper started from the basic theory of fiscal policy and monetary policy, made use of the model of IS-LM to analyse the work effect of the two big policies. By the historical retrospect of the cooperative modes of fiscal policy and monetary policy, the thesis summarized the difference of regulative means, regulative modes and regulative objects of the cooperative modes of the two big policies under the different macroscopical conditions. Meanwhile, we appraised the policy effect of expansive fiscal policy and moderate monetary policy from 1998 by using the model of IS-LM and pointed out the three problems that existed in the policy combinations. At last, the article advanced that it was necessary to change the macroscopical policy according to historical experience and macroscopical conditions and gave some suggestions about carrying our double moderate policy from the point of view of fiscal policy, monetary policy and the cooperative modes of the two policies. |
