The change of banking regulation and supervision is under the change of financial regulation and supervision. Banking regulation and supervision has seen the evolution from laissez-faire to security first of rule-based regulation and supervision and to efficiency first to risk-based regulation and supervision and to incentive compatibility regulation and supervision. We can see that more and more countries in the world choose the mode of integrative financial regulation and supervision. Setting this mode has been a trend.The establishment of Banking Regulatory Commission not only perfects the mode of separated financial regulation and supervision, but also increases the independence of both People's Bank of China and the institution of bank regulation and supervision. But there is another problem that is the coordination between different institution of regulation and supervision. Under the situation of semi-integrative management of financial system, more and more financial innovations, the crossed operations among the area of finance, the generalization of financial holding companies and the foreign banks entering into China have made the task of bank regulation and supervision more difficulty.But I want to say that the mode of separated financial regulation and supervision is equal to the level of finance development in our country. We will tend towards to set the mode of integrative financial regulation and supervision after a medium-long period. So what we can do to increase the efficiency of bank regulation and supervision is to accelerate the cooperation among institutions of financial regulation and supervision, and between People's Bank of China and Banking Regulatory Commission.
