Positioning Research, About The Role Of Government In The Venture Capital

Venture Capital 's positive effect can not be substituted to push the development of state of art, so governments of all countries attach much importance to the development of venture capital. Government plays an important role in development of Venture Capital both in theory and in other countries' practical experiences of developing Venture Capital. According to the influence that the government and market exert during the development of venture capital, the developing mode of venture capital can be divided into two types: government predomination mode and market predomination mode. Chinese Venture Capital has been obtaining some achievements from eighties in twenty centuries, but it is still in its beginning stages compared with developed countries'. So how to improve microeconomic environment which is fit for developing Chinese Venture Capital and which mode should be to adopt are two urgent tasks for our government.Firstly, the thesis analysis the conception of Venture Capital and discusses the necessity of government intervening Venture Capital from economical side. Secondly, it analysis governments' roles in Venture Capital of other countries, which mainly contains that dividing the developing mode of venture capital into government predomination mode and market predomination mode, concrete measures and rules implemented by representative governments of its own to support Venture Capital and concluding success experiences from other governments' supporting Venture Capital. Thirdly, analyzes the current situation of venture capital in China: the environment of venture capital in China has been improved a lot, but there are still some restrict factors: not allowing the pension fund to go in; establish plank of Medium small business enterprise but still no the plank of starting a business; making some adjustments in law, as determine Limited partnership system, but still needs improving, like the issuing of Law of Venture Capital. Lastly, on the basis of current situation of our Venture Capital trade, it puts forward that our government's role in Venture Capital should be considered step by step: government predomination mode at present, transition stage and market predomination mode in the target stage. Besides, it raises what work should be do in every stage.The idea of step by step in the text explain that the goal of revolving the questions in the Venture Capital can not reach in one step, but should follow in order and advance step by step: just as government should do what it has to do ,so that our microeconomic environment can be improved gradually.
