| In construction of the Well-being society, poverty has been always one of the focuses of our government.Among all the factors contributing to poverty in rural areas is the lack of fund—an outstanding one which has seriously inhibited peasants from getting rid of poverty, consequently, whether peasants can get enough financial services has great impact on the solution to "Project of Three Agricultural Aspects" and the long-term development of rural society. A considerable number of researches hold that: there is a direct relationship between the amount of disposable capital and the economical development in rural areas as well as the increase in peasants' income. This thesis is intended to find out the problems of gaining loan which ill-off peasants are faced with by conducting a research on the demand and supply of capital among the ill-off peasants, and thereby accordingly put forward some feasible proposals for establishing a multi-financial system in China's rural areas to satisfy their needs, hoping that the research will give the reform of rural financial system some reference.The outline of this thesis is: Chapter one gives a short statement of the background, significance,concept, literature review and methodology of this thesis. In chapter two, the author analyzes the financial demand of ill-off peasants and the supply they have access to ,and case studies about the financial demand of ill-off peasants in Shaoyang County.and the author defines and clarifies poverty and analyzes their loan and income, financial demand of ill-off peasants and relatively ill-off peasants and the sources of financial supply. Chapter three analyzes different problems facing ill-off peasants of different types. Chapter four, according to discussion in previous chapters, gives some feasible proposals for establishing a multi-financial system to meet the financial needs of ill-off peasants.The proposal the author puts forward in this thesis is: to promote and innovate organizations of small credit loan; to reform credit loan organization into financial institutes; to develop financial competitive entities and improve financial competitive mechanism in rural areas; to encourage and normalize nongovernmental loans to serve ill-off peasants better; to establish mechanism of benefit compensation loan and mechanism of risk compensation to diminish the loan risk of branch banks and improve the loan ability of peasants by offering them mortgages. |
