To walk peaceful development path, to harmonize peripheral nations as our prime diplomacy task, they are the strategical choice made by the Central Party committee with its core of General Secretary Hu Jintao for the socialism characteristic of China in its new task under new circumstances. In terms of geopolitics, China is one of the countries which have the most land and sea neighbors and therefore faced with the most complex security environment in the world. Southeast Asia, where Most China's neighbors are located, is the most important constituent in China's peripheral environment. Thus, it is of great significance to launch good-neighborness diplomacy to Association of Southeast Asia Nations.Geographically, China and ASEAN member countries are as close as lips and teeth. It's a pride that we have enjoyed a traditional friendship and a glorious trading history for over a thousand years. But unfortunately, China–ASEAN relationship has experienced ups and downs since the birth of ASEAN 40 years ago. For some such factors as the cold war, different ideologies, social systems and culcures, history, religions, both sides once suspected and were hostile to each other. Afterwards gradually they were reconciled and began to cooperate. In the early 1990s, China and ASEAN started dialogues and cooperation and the bilateral relation has turned to a new page. Thoughout the past 15 years, both parties have been continously deepening their cooperation in various fields on basis of the principles of mutual respect, equality and mutual confidence, reciprocity and mutual benefit, cooperation for win—win. With a population of 1.8 billion, China and ASEAN boasts of an extremely large market. Both sides possess different characteristics and complementarity in resource, industrial structure and trade commodity and are also at the fast phase in their development course, resulting in huge cooperation potentials. So, it has become an important part of our good—neighborness diplomacy to vigorously launch economic diplomacy to ASEAN.By analyzing the fundamental theories on China's post-cold war economic diplomacy, this paper elaborates the necessity of China's post-cold war economic diplomacy to ASEAN. Through reviewing and analyzing China's post-cold war economic diplomacy to ASEAN, the paper outlines practice innovation of China's post-cold war economic diplomacy to ASEAN. Based on the analysis of the restrictions and the influence factors in current China's economic diplomacy to ASEAN, the author puts forward some policy suggestions for economic diplomacy to ASEAN. This paper consists of four parts.The introduction mainly shows research condition of economic diplomacy in current domestic and international society as well as economic diplomacy to ASEAN in our country. Meantime, it summarizes the significance of this topic, research methods, research difficulties and the paper's innovations.The first Part firstly summarizes the basic connotation and types of economic diplomacy according to books and remarks of Chinese and foreign experts and scholars; Secondly, systematically analyzes the reasons and basic principles of China's post-cold war economic diplomacy, thus establishing a theoretical foundation for the following parts.The second Part mainly elaborates the realistic necessity of China's post-cold war economic diplomacy to ASEAN. It is to meet the needs of building good peripheral security environment; It is to meet the needs of eliminating"threatening theory of China's economy"; It is to meet the geoeconomic needs of China's peaceful rise; It is to meet the needs of retarding"Taiwan's southward strategy", striking"Taiwan independence"forces in their plot of extending"international space"in Southeast Asia ; It is to meet the needs of our economic modernization and large-scale China's western development stratagy.The third Part concretely analyzes the achievements as well as practice innovation of China's post-cold war economic diplomacy to ASEAN, which is divided into three phases to serve my research purpose. First phase, in 1991—1996, namely is China's economic deplomacy in the elementary cooperative form period; Second phase, in 1997—2000, namely is China's economic diplomacy during Southeast Asia financial crisis period; Third phase, from 2001 till now, namely is China's economic diplomacy in the process of building China—ASEAN regional economic integration. The practice innovations for China's economic diplomacy are summarized in the following six aspects. No.One , the innovation on method. That is, the environment of cooperation in economy and trade is optimized through political diplomacy, and therefore the level of cooperation in economy and trade being raised; No. Two, the innovation on machanism. That is, the random is overcome in economic cooperation between the two sides. There is a set of complete international mechanism to guarantee their cooperation; No.Three, the innovation on approach. That is, easy things come first, from point to area, cooperation step-by-step; No.Four, the innovation on carriers. That is, preparation of China-ASEAN exposition, building economic diplomacy platform; No. Five, the innovation on goal. That is, constructing China-ASEAN free trade area, realizing the integration of regional economies.The last Part concretely analyzes the realistic problems in current China economic diplomacy to ASEAN, and puts forward some policy suggestions on reinforcing China's economic cooperative diplomacy to ASEAN.
