By the reformation of Chinese economic system and thedevelopment of city, it's indispensable and exigent to introduce the ideasof urban marketing into urban planning under the scientific developmentviewpoint.In combination with such a significant&realistic problem in thepresent urban development, this article, through the angle of urbanmarketing, makes the systematic self-criticism, thinking and relativere-creation of the role of local government in urban planning drawing-up,implementation and management with Dalian city as the case study.This thesis consists of five chapters. Main contents of the chaptersare as follows:Chapter 1: Preface. In this chapter, it discusses the increasing fierce-ness of urban competitiveness under the marketization. It puts forward theinner integrated logic framework among urban competitiveness, urbanmarketing and urban planning. Based on the philosophy of urbanmarketing, the role of urban planning and action modes requirereadjustment, which absolutely faces the whole re-consideration of suchthree links as drawing-up, implementation and management of urbanplanning.Chapter 2: Different stages of urban marketing arose the reformationof urban plan management. From analyzing the problems at the stage of"the fund guidance" urban marketing, the chapter points out that it isnecessary to bring urban marketing into urban planning management inthe reforming process of "the function guidance" urban marketing.Chapter 3: Questions and origins probe of introducing the urbanmarketing to urban planning management. In the process of introducingthe urban marketing to urban planning management, there is a great dealof phenomena not in tune of Scientific Development View. This chaptermainly analyzes the reasons that caused these questions.Chapter 4: Theory explanation and normative approach with casestudy of introducing the urban marketing to urban planning management. From the angle of urban marketing and breaking through thetraditional discipline frame (especially the technology system of theproject), the chapter carries on new research on the relevant theoreticalfoundations of the urban planning and also analyses how Dalian solvesthe relevant problems of urban planning management in the course ofurban marketing.Chapter 5: The way of resolving problems—local governmentinterference and regulation. This chapter discusses the role of localgovernment in the process of urban planning management and points outhow to actualize it.This thesis has a lot of innovations: it choose the inherent logicrelationship of urban marketing, urban planning management andScientific Development View as the breakthrough point and analyzes therole of local government in the process of urban planning managementunder urban marketing with Dalian city as a case study. However,technology operating aspects remain to further study, such as theprocedure and way of urban planning implementation.
